Gov. Mary Fallin signs a bill to ban texting while driving in Oklahoma. House Bill 1965 makes it illegal to use a hand-held device to compose, send, or receive messages while driving. The bill is named after Troopers Nick Dees and Keith Burch, who were struck by a vehicle operated by a driver who was allegedly updating a social media page. Dees was killed, and Burch was hospitalized.
